I do not see an inconsistency. The noun is often capitalized, but the adjective is a different question. As I said, you could write to CMOS for more explanation.

What's the context? Are you referring to the time period, geographical location, or culture? I'm not sure it makes a difference, but it might.

I'd use lowercase. Section 7.17 includes "FDR's legacy" and "IBM's ... long history" as examples, so I think you could extrapolate from them. I also think an uppercase "s" might appear to be part of the company's name.
