Garner talks only about using the semicolon between two clauses when the semicolon would provide a weightier pause. It states nothing about using a semicolon between phrases. I believe you misinterpreted what's stated in Garner's.

I don't think there's any justification for the semicolon in your examples (other than to abuse that poor little piece of punctuation) for all the reasons you noted. A comma would be more appropriate, as it would take the place of the elided "and" in both sentences. Another option that would provide
